What is the difference between capital and operational money?

Capital goes to facilities—brick and mortar—and physical facility improvements, such as technology and air conditioning.  It can also be used to purchase land.  Capital dollars cannot be used to pay for salaries. Operations go toward  running the schools, mostly paying teachers, paraprofessionals and other school staff. Operational dollars also go to things like utilities, instructional materials, and equipment, such as musical instruments, playgrounds and athletic field enhancements.
